Oktoberfest in Germany is celebrated in Munich/Bavaria on a site called "auf der Wiesn". You will see everything decorated in blue and white there, as these are the national colors. Meaning of text inside card "O'zapft is" = The first barrel of beer has been tapped. It is the standard announcement made when the Oktoberfest starts and the Mayor of Munich has tapped the first barrel of beer. You can edit text inside card to suit your requirements or delete the "O'zapft is" if you wish to do so.
